Eric "Propaniac" Smith was appointed to the Board to represent the LP-Gas Industry in 2024. He is the owner of Propane Solutions, LLC which is a manufacturer and installer of LP-Gas flame effects, firefighter training props, and provider of parts and fittings for the flame effects industry.
He has been actively involved in the propane industry since 1989, and was employed by the Nevada LP-Gas Board for 20 years, with 16 of those as their Chief Inspector.
He worked with the Burning Man festival for 15 years as the Flame Effects Lead for the Fire Art Safety Team (FAST), which is responsible for the review and inspection of all fire art displayed at the event.
He currently serves on the following NFPA Technical Committees:
● 30A - Code for Motor Fuel Dispensing Facilities and Repair Garages
● 54 - National Fuel Gas Code
● 58 - Liquefied Petroleum Gas Code
● 59 - Utility LP-Gas Plant Code
● 160 - Standard for the Use of Flame Effects Before an Audience
● 1126 - Standard for the Use of Pyrotechnics Before a Proximate Audience.

Kyle Donahue - Board Member

Kyle Donahue is a second-generation Las Vegas Fire & Rescue, Fire Prevention Division member. Employed with the City of Las Vegas since October of 2018, Kyle holds Certificates in ICC as a Fire Inspector I and Fire Inspector II as well as Nevada State Fire Marshal Fire Inspector I and II. As one of the Fire Prevention Inspection Supervisors, Kyle manages a team of nine certified fire inspectors in various areas of the City of Las Vegas. Prior to his promotion to Fire Prevention Inspection Supervisor, Kyle managed one of the most diverse and difficult inspection areas in the City of Las Vegas which includes high rise properties, hazmat storage and use, places of assembly and special amusement use, amongst others.
Kyle has taken on roles with LVFR Fire Prevention Division to include Special Event Review for the City of Las Vegas, LVFR Safety Committee Fire Prevention representative, Fire Prevention Safety Equipment committee lead, Youth Fire Setters, full time Fire Department representative for the Nevada LP Gas Borad, and lead of the Las Vegas Fire & Rescue Food Truck Safety Task Force. As a part of his efforts with Las Vegas Fire & Rescue, Kyle has received Unit Citations for the Food Truck Task Force, and Individual Citations for COVID ISO-Q response.
As a lifelong resident of the Las Vegas Valley, and prior to Kyle’s time with Las Vegas Fire & Rescue, he spent 7 years as a Nevada State Fire Marshal license holder for the service and repair of fire suppression equipment for Desert Fire Protection and Allstate Fire Equipment. During his time in the private sector, Kyle was responsible for managing several large projects including many Las Vegas Strip properties for annual fire extinguisher services and semiannual kitchen fire suppression service. Beyond his nearly 15 years of public and private fire and life safety service, Kyle has an extensive construction and mechanical background including several manufacture-based certifications.

David Klein - Board Member

David F. Klein was appointed to serve on the LP board representing Metropolitan Fire Departments beginning in 2012 during his tenure as a Deputy Fire Marshal with Las Vegas Fire & Rescue. David’s primary role was leading the Fire Protection Engineering Section, Fire Safety Special Events coordination, and a working member of the Southern Nevada Fire Code Committee.
After public service retirement, David was re-appointed to the board serving LPG consumers in Southern Nevada in 2025. Along with the LPG board, David remains active in the fire safety community serving as the Industry Representative for the Fire Prevention Association of Nevada, board member for the Nevada Security Association and is a fire code consultant/staff development officer for a regional fire protection company.

Patrick Foley - Board Member

Chief Foley has been in the fire service for 35 years and serves as a volunteer for Mountain Springs. Patrick retired in 2021 as an Assistant Fire Chief and Paramedic from the Clark County Fire Department. He worked to solve organizational issues in many divisions of the fire service, including fire operations, emergency medical services, logistics, administration, and emergency management. Patrick currently speaks at conferences and advises as an industry expert.
